Is the height adjustable, or just two heights?

Two set heights. The top alone is 4.7 in (12 cm), and stacked on the base it is 7.1 in (18 cm). There is no setting in between.

Which height do I need?

Sit back and measure from your heels to the floor. If the gap is near 5 in, use the top alone; if it's closer to 7 in, add the base.

Will my feet sink into it?

A little. It is memory foam, so it gives under your feet. If you want a hard step that never moves, a plastic footrest will suit you better.
